Bugisu Corruption Probe Exposes Local Accountability Challenges

Nile Post reports that a government anti-corruption drive in Uganda’s Bugisu sub-region has exposed wider weaknesses in local government accountability, including the influence of political alliances, family connections and technical control over project information. The operation, called “Expose the Corrupt Operation,” is being led by Local Government Minister Balaam Barugahara and State Minister Justine Nameere, who have been inspecting public projects and pressing officials to explain delays, unfinished work and alleged irregularities.

In Bulambuli District, the ministers’ team questioned the handling of works at Bulago Health Centre III, where concerns were raised about a Shs640 million project. District Engineer Paul Walimbwa reportedly said Ideal Merchant Ltd had been contracted for Shs400 million and fully paid after a supervising engineer, Gerald Zesan, certified the work as complete. Nile Post says the minister ordered investigations into the contractor and the retired engineer after discrepancies were observed between reported progress and conditions at the facility.

The report says similar tensions surfaced in Mbale District, where District Health Officer Dr Jonathan Wangisi was detained with other officials during the probe. Wangisi is married to Mbale District Woman MP Miriam Mukhaye. Nameere warned against attempts to use influential relatives to interfere in corruption inquiries, while the ministers said suspects should be allowed to face legal processes.

Beyond individual cases, Nile Post frames the probe as a test of local oversight systems. Elected leaders and communities may struggle to verify projects because engineers, accountants and procurement officers hold key records such as bills of quantities, payment files and implementation reports. The campaign is expected to continue in Bugisu, with the ministers due to return for further inspections and investigations.
