According to the report, the mediation was led by Deputy Chief Justice Emeritus Richard Butera, with a panel that included Solicitor General Emeritus Francis Atoke, Uganda Law Society President Emeritus Francis Gimara, and Prof. Andrew Khaukha, who heads Alternative Dispute Resolution and directs the Judicial Training Institute. The settlement is expected to become enforceable once adopted by court as a consent judgment, resolving eight civil suits challenging Mudoma’s leadership.

The terms cited by Nile Post state that Mudoma will complete his term from July 26, 2023, to July 25, 2028. The agreement also restores a five-year rotational leadership arrangement among the founding clans of Wanale, Mubuya and Mwambu, with the Wanale clan due to take over after Mudoma’s term. It further reinstates the April 29, 2011 Constitution of Inzu Ya Masaba, subject to a later consultative review and any formal amendment process.

The development matters because the dispute had divided sections of the Bugisu community and generated multiple court cases over constitutional interpretation, rotation of leadership and the status of Mudoma’s tenure.
