Bars to open after 3pm as Local Government Minister issues new directives

Uganda’s Local Government Minister Balaam Barugahara has ordered bars, malwa joints and other alcohol-selling outlets not to open before 3 p.m. on working days, according to a directive dated August 10, 2026 and addressed to local government leaders including LC5 chairpersons, city mayors, division mayors and council speakers. The measure is part of a wider push to curb alcohol consumption and related social problems.

Sqoop Uganda reported that the minister also told local authorities to act against early-morning drinking. In the letter, he linked excessive alcohol use to idleness, family conflict and crime, and said the policy is intended to encourage a more productive population. He further directed that anyone selling or supplying alcohol to people under 18 should be arrested and prosecuted, and warned that repeat offenders who ignore the operating-hour limits could have their premises closed.

The announcement has drawn attention because enforcement may be difficult. Uganda Local Government Association Secretary General Richard Okuku welcomed the ban on alcohol sales to minors, saying it is already backed by existing law, but questioned whether the opening-hour restriction has a clear legal basis. The article also notes that Parliament rejected the Alcoholic Drinks (Control) Bill in 2024, a proposal that had sought, among other things, to regulate alcohol sale hours.
