What the report says

Minister for the Presidency Milly Babirye Babalanda has urged Operation Wealth Creation (OWC) officers to work more closely with government institutions and to focus on development results that can be seen in households, according to Nile Post. She said coordination should lead to clearer responsibilities, timely action and follow-up, rather than simply producing meetings and plans.

The remarks were delivered to about 250 senior military and civilian OWC officers during a week-long capacity-building retreat at the National Leadership Institute in Kyankwanzi. Babalanda, who oversees OWC, asked participants to better understand the planning, budgeting and implementation structures under the Governance and Security Programme so they can identify shared priorities and address service-delivery gaps.

Nile Post reported that her comments came as Uganda implements the Fourth National Development Plan and the Tenfold Growth Strategy, which aims to expand the economy substantially by 2040. Babalanda argued that growth targets depend not only on economic policy and funding, but also on peace, security, accountability and institutions that can deliver services effectively.

She also emphasized that OWC, launched in 2013 to help Ugandans shift from subsistence farming to commercial agriculture, should do more than distribute inputs. In her view, farmers need technical advice, market access, information, infrastructure and stronger links to relevant agencies if the program is to help families build sustainable income.
