Anti-Corruption Court Remands Mombasa Consul General Over Shs494m Loss

Uganda’s Anti-Corruption Court has remanded Ambassador Herbert Kiguli, the country’s Consul General in Mombasa, Kenya, to Luzira Prison after he was charged with causing a financial loss and abuse of office. Watchdog Uganda reports that the 59-year-old diplomat denied the allegations when he appeared before Principal Magistrate Christopher Opit in Kampala. The court set the next bail hearing for October 7, 2026.
According to the Inspectorate of Government, which investigated and brought the case, the alleged conduct took place on November 9 and 10, 2020, when Kiguli was serving as commissioner for human resource management at the Ministry of Agriculture, Animal Industry and Fisheries. Prosecutors say he signed five requisitions totaling Shs614,768,000 on behalf of Bukalasa Agricultural College, actions that allegedly led to an actual loss of Shs494,097,270 to government.
The IG says the money was not budgeted for the college and that there was no valid memorandum of understanding governing the relationship between the college and the ministry. It also says the funds were intended for ministry activities that could not proceed because of COVID-19 restrictions. The prosecution told court that Kiguli knew, or had reason to know, the actions could result in loss to the state.
The case highlights continued anti-corruption scrutiny of senior public officers, including those later appointed to diplomatic roles. Watchdog Uganda noted that the matter remains at magistrate level while the bail application and any further proceedings are pending.
