Andy Burnham’s Number 10 North changes the postcode, but not the politics

Al Jazeera reports that UK Prime Minister Andy Burnham used his fourth day in office to visit Glasgow for meetings with Scotland’s First Minister John Swinney and Wales’ First Minister Rhun ap Iorwerth, shortly before the opening of the 2026 Commonwealth Games. The visit was framed as an early test of Burnham’s pledge to shift more power and economic attention away from London through a Manchester-based operation known as “Number 10 North.” A meeting with Northern Ireland’s Michelle O’Neill and Emma Little-Pengelly is expected during a wider UK tour in August, according to the report.

The Manchester office, set out in a July 21 ministerial statement, will bring devolution and local growth functions from existing Whitehall departments into a restructured Office for the Prime Minister and the Cabinet. Al Jazeera says it will initially operate from Heron House in New Islington before moving to a planned government Digital Campus in 2032. Burnham is expected to work there at least weekly, while Caroline Simpson, formerly chief executive of the Greater Manchester Combined Authority, will oversee daily operations as deputy chief of staff.

The plan has prompted questions over whether relocating officials amounts to meaningful devolution. Analysts cited by Al Jazeera said the move creates institutional capacity but does not yet transfer the tax, spending or regulatory powers many local and devolved leaders want. A Treasury roadmap on fiscal devolution is due with the autumn budget.

In Scotland, Swinney argued that symbolism would not address demands for self-determination, while Burnham excluded a second independence referendum from the agenda. Wales’ first minister was more open to cooperation but warned against recreating Whitehall in Manchester and pressed for policing, justice and funding reforms.
