Business Insider reported that Moonshot AI’s new Kimi K3 model from China has reignited a major argument in the U.S. technology sector over whether advanced AI systems should be released as open-weight or kept behind closed access. The model, released last week, reportedly performed strongly on several benchmarks and was described as competitive with leading U.S. systems while costing less, prompting renewed concern in Silicon Valley about China’s progress in AI.

The debate intensified after Dean Ball, OpenAI’s head of strategy and a former senior AI adviser to President Donald Trump, posted on X about the risks of China continuing to release powerful open models. Business Insider said Ball speculated that the Trump administration could create regulatory uncertainty around the use of Chinese open-weight models, which he later said was a prediction rather than advice. His remarks drew criticism from figures who viewed such a path as potentially favoring large U.S. closed-model labs.

David Sacks, now cochair of the president’s Council of Advisors on Science and Technology after previously serving as Trump’s AI and crypto czar, called the use of regulatory uncertainty against open-source competitors unacceptable. Venture capitalist Chamath Palihapitiya and entrepreneur Suhail Doshi also argued in favor of open models, while others challenged the idea that open releases alone would let Chinese companies dominate the market.

The dispute matters because it reflects a wider strategic split: many Chinese AI developers have leaned into open-weight releases, while major U.S. labs such as OpenAI and Anthropic generally keep their most advanced models closed, citing safety, security, business and national-security concerns.
