Aloi NRM Chairperson Arrested After Shs14.2m Meant for NRM LC1 Flag Bearers Goes Missing

Dokolo Post reports that the National Resistance Movement (NRM) chairperson for Aloi Town Council in Alebtong District, Sam Otiti, has been arrested over allegations that Shs14.2 million intended for party Local Council I flag bearers and leaders went missing. The outlet says the arrest was ordered by Alebtong Deputy Resident District Commissioner Mathias Lutwama after complaints from NRM flag bearers in Aloi Town Council.

According to the report, the complaints were raised on the night of July 21, 2026, with beneficiaries alleging that the money distributed to them had been sharply reduced and that each person received only about half of what they expected. Lutwama is reported to have summoned Otiti and asked him to refund the disputed funds. During an NRM baraza on Tuesday, Otiti allegedly acknowledged the complaints and promised to return the money to the affected beneficiaries.

Dokolo Post says Otiti later switched off his phone and went into hiding after leaving the meeting, prompting the Deputy RDC to order his arrest. Police reportedly apprehended him and took him to Aloi Police Station, where a case was registered under SD 13/22/07/2026. He is being investigated over the alleged theft of the funds meant for NRM flag bearers in Aloi Town Council.

The reported arrest comes shortly before NRM grassroots electoral activities in the area. Dokolo Post notes that Village Women Council elections were scheduled for July 23, 2026, followed by LC1 chairperson elections on July 28, 2026. The case matters because disputes over party facilitation funds can affect preparations, trust among candidates and local political mobilization ahead of grassroots polls.
