Africa: 'Need for UN Has Never Been Greater,' UN Chief Says, Proposing Slimmer $3.3 Billion Budget for 2027

What the report says
UN Secretary-General António Guterres told the General Assembly’s Fifth Committee in New York on Tuesday that the United Nations is facing overlapping pressures from climate disruption, conflict, hunger and rapid advances in artificial intelligence. Speaking as he presented the organization’s proposed 2027 programme budget, he said the UN’s role remains essential even as global divisions widen and progress on the Sustainable Development Goals slows.
According to the UN News report distributed by AllAfrica, the proposed budget totals $3.3 billion, which is $40.8 million less than the approved 2026 level, or about 1.2% lower. Guterres said the UN80 reform process would continue, with more efficiency measures, staff relocations and the possible elimination or downgrading of some posts. He also said work has already begun on changes such as payroll consolidation, common administrative platforms and moving some functions to lower-cost locations.
The proposal includes additional post relocations across 12 UN entities, with Nairobi expected to receive the largest share, along with expanded administrative platforms in Geneva, Nairobi, Vienna and Addis Ababa. Guterres also stressed that efficiency gains alone will not solve the UN’s liquidity problems and urged member states to pay their assessed contributions in full and on time. The budget plan matters because it reflects how the UN is trying to cut costs while still delivering mandates in a strained financial environment.
