What the report says

An Institute for Security Studies analysis republished by AllAfrica argues that Africa does not have to choose between heavy industry and digital innovation. Written by Jakkie Cilliers and published on 1 October 2026, the piece uses Aliko Dangote and Elon Musk as examples of two different but complementary kinds of business leadership that African governments should try to encourage.

The article says Dangote’s refinery in Nigeria illustrates the value of industrial capacity built for African markets. It notes that the plant reached full production earlier this year, helping Nigeria reduce fuel imports and become a net exporter of petrol, while also supporting jobs and potential regional exports. The analysis also points to Dangote’s broader push into refining, fertiliser, cement and related infrastructure as evidence that African-owned firms can add value to raw materials at scale.

By contrast, Musk is presented as a model of frontier technology entrepreneurship through companies such as SpaceX, Tesla, Starlink and xAI. The article highlights Starlink’s growing presence across Africa and says improved connectivity can support education, business and digital services. It also cautions that high-tech investment alone will not solve mass unemployment, especially in countries with large numbers of semi-skilled workers.

The broader message is that Africa needs both industrialists and technologists, backed by stable policy, reliable power, secure property rights, functioning finance and efficient logistics. The analysis says governments cannot create entrepreneurs, but they can build conditions that allow large-scale investment and innovation to take root.
