In remarks reported by Capital FM and distributed by AllAfrica, he said the continent should move beyond discussion of its economic potential and focus on building productive capacity that can generate livelihoods.

Dangote linked that argument to his planned refinery project in Lamu, Kenya, where groundbreaking has already taken place. He said the facility, which he described as a 700,000-barrel-per-day refinery, is intended to help expand local refining capacity and serve markets across East Africa and beyond. According to the report, the project is expected to take less than four years to complete.

He also said Africa should rely more on African-led investment and faster regional integration, including progress on the African Continental Free Trade Area, to widen markets for goods made on the continent. The refinery’s expected cost was put at up to $16 billion, down from an earlier estimate of $17 billion, with Dangote citing shorter construction time and experience from his Lagos refinery as reasons for the change. The broader message was that industrial projects and cross-border trade are central to reducing import dependence and improving economic self-sufficiency.
