Authorities in Gulu have detained at least 40 charcoal dealers as security forces step up enforcement of a 2023 presidential directive banning the burning and transportation of charcoal in northern Uganda and the Greater West Nile region. The action came after dealers met with officials from the 4th Infantry Division to ask for permission to keep operating, saying their stock was sourced from South Sudan under what they described as valid permits.

According to Nile Post, the request was rejected by 4th Infantry Division Commander Maj. Gen. Felix Busizoori, who said the charcoal trade is worsening environmental damage and must stop. The dealers had also asked for a two-month grace period to sell existing stock, but authorities instead instructed them to leave the business and consider other livelihoods.

Busizoori also ordered the Aswa West Regional Police Commander to investigate suspected violations and possible involvement by officials linked to the UPDF, police, the Ministry of Water and Environment, and the Uganda Revenue Authority in facilitating the trade. The report says the ministry has noted that South Sudan has also banned charcoal trading, while URA has been told not to issue seals for charcoal entering Uganda from South Sudan until the ban is lifted there.

The crackdown reflects wider government concerns about forest loss and other environmental impacts in northern Uganda. The article also says security officials have raised questions about possible links between some traders and armed groups in South Sudan.
